It is controlled by the clock subsystem and will move to whatever sample rate the system is currently set at. So if you set it to 44.1 it's running at 32 bits, 44.1, set it 48, it's running at 32 bits, 48 so on and so forth. The Digital Audio Systems can process data in much the same way as a Powercore, the only difference is that you need to bus(not delay compensated) or use E-Wire(delay compensated) to get audio to and from it. Automation is currently not possible as the User Interface for the effects are not under VST control.

I would like to sum up about the sampling rate, hopefully this will make things clearer (might make it even more confusing ):
1) The PatchMix, the user interface to EMU cards, always shows the sampling rate locked. This is where most of the confusion from. For example, if you are using RMAA and want to change from 48 to 44.1 or whatever, you must change that in PatchMix first and then change it in RMAA. Other cards, such as Echo Mia lets you set the the sampling rate to be unlocked, so RMAA can change the sampling rate directly. I think this is also the cause for WinAmp's crashing. Note, as ICHi said, such a sampling rate lock in PatchMix does not mean the sampling rate is phisically fixed to 48kHz only, just other programs cannot change SR on the fly and you must do it in PatchMix.
I asked this earlier, why PatchMix does not give an option to set the SR unlocked? Right now the "lock" light is always green.
2) The WDM driver does not currently support sampling rate higher than 48kHz, but ASIO drivers do. This is not a problem for most recording software, but unfortunately RMAA cannot use ASIO drivers directly.
3) FX runs at 48kHz only. Again, this does not mean the DSP is fixed to 48kHz only; utilities such as trimmer do run at any sampling rate.

-The FX algorithms are only available at 44.1/48K
-The DSP and DSP tools like meters, trimmers etc..run at whatever sample rate is currently selected. 44.1/48/96/192.
