"For the first time in the 87-year history of the Football Pools, an individual has won £3million.
Michael Elliott, from Brechin in Scotland, wrote himself into the history books by winning £3,001,511 from a £2 bet.
The lucky winner, whose win was secured last month but only announced on Sunday, said: "I cannot believe it. It is a dream come true. To say this is a life-changing experience, would be the understatement of the year.
"I have played the Pools for many years and have won three times before although my biggest previous win was £32.
"We are still in a state of shock and it's going to take a little time before everything finally sinks in."
Originally from Canterbury in England, Mr Elliott, a keen golfer and fisherman, plans to spend some of his winnings on a bigger boat to go fishing in the Scottish lochs.
To win his record sum, Mr Elliott chose 10 selections on the Classic Pools, spanning the Scottish, English and Spanish Leagues - and eight came up as 2-2 draws.
His record pay-out was sealed in Clitheroe's 2-2 draw with Fylde in the Evo Stik Premier League.
Mr Elliott has Fylde striker Matt Walwyn to thank for netting two late goals in the final 10 minutes of the match played out at Shawbridge in front of just 263 spectators.
Walwyn said: "I had no idea there was £3million riding on that goal - but I'm glad to have been able to help out."
